LONG AN INTERNATIONAL PORT AND THE PORT OF KOBE SIGN A STRATEGIC COOPERATION MOU, AIMING FOR A VIETNAM – JAPAN GREEN SUPPLY CHAIN.

Japan, November 17, 2025 – As part of the Investment, Labor, and Trade Promotion Program in Japan (November 16–22, 2025) led by the senior leadership delegation of Tay Ninh Province headed by Provincial Party Secretary Nguyen Van Quyet, Long An International Port (Vietnam) and Kobe Port (Japan) officially signed a Memorandum of Understanding (MoU) establishing a Strategic Partner Port relationship. The agreement reaffirms the strong commitment of local authorities and business communities in both provinces to promote trade, strengthen connectivity, and build modern, sustainable domestic industrial capacity, ready for deeper global integration.

The “Tay Ninh Province Investment Promotion Conference in the Kansai Region” took place on the afternoon of November 17, 2025 in Osaka City.
A highlight of the promotion program was a series of three conferences held in Japan’s key economic centers, including the Kansai–Tay Ninh Investment Connectivity Conference in Osaka (November 17), the Tay Ninh Province Investment Promotion Conference in Tokyo (November 19), and the Labor and Investment Promotion Conference in Yamanashi (November 20).
Accordingly, on the afternoon of November 17, 2025, the MoU signing ceremony between Long An International Port and Kobe Port was held solemnly in the presence of Dr. Ngo Trinh Ha, Consul General of Vietnam in Osaka, together with Mr. Pham Tan Hoa, Vice Chairman of the Tay Ninh Provincial People’s Committee, Mr. Nguyen Thanh Vung, Head of the Provincial Party Committee Inspection Commission, Mr. Pham Xuan Bach, Director of the Department of Home Affairs, Mr. Truong Van Liep, Director of the Department of Finance, representatives of the Department of Foreign Affairs, Mr. Huynh Van Quang Hung, Director of the Department of Industry and Trade, Mr. Truong Thanh Liem, Head of the Economic Zone Management Board, Mr. Tran Van Luan, Deputy Director of Tay Ninh Provincial Police, and representatives from the Kobe City Government and Kobe Port. Representing Dongtam Group were Mr. Vo Quoc Thang, Chairman of the Board, and Ms. Nguyen Thuy Quynh Huong, CEO of Long An International Port, along with businesses and business associations of Tay Ninh Province attending the Kansai–Tay Ninh Investment Connectivity Conference in Osaka on the same day.

Strategic connection for sustainable development
Although a new entrant to the seaport market, Long An International Port has shown a proactive spirit and strong cooperation goodwill. In recent years, the port has continuously expanded its network to learn from global experience, share knowledge, and collaborate on value–added projects with international partners. These include major and well known ports worldwide such as the Port of Oakland, Port of Long Beach, Port of Portland (USA), Port of Gothenburg (Sweden), the Bohaiwan Port Cluster and SPG (China), and OPASCOR (Philippines), among others.
After nearly a year of discussions and mutual exploration, with a shared desire for closer long-term connection, Long An International Port and Kobe Port agreed to sign an MoU establishing a Strategic Partner Port relationship. The partnership aims to promote stable and sustainable development, focusing on key areas such as encouraging the expansion of maritime transport capacity and scale, increasing cargo throughput through both ports, sharing experience in modern port management, operations, and exploitation, building stronger links with international partners and customers, jointly developing green port and smart port models with advanced management technologies to reduce carbon emissions, and training and exchanging high quality logistics human resources that meet international standards and practices.
Earlier, on November 16, 2025, the delegation also conducted a highly successful working visit and site survey at Kobe Port, a long established seaport model with one of Japan’s leading large scale container and general cargo infrastructure systems.
Two iconic ports, one shared vision
Kobe is a city in Hyōgo Prefecture in the Kansai region, along Osaka Bay. Established in 1868, Kobe Port is one of Japan’s earliest and most modern international ports. From a small fishing town, after wars, natural disasters, and more than 157 years of historical change, Kobe Port has grown into a leading logistics hub in Asia. Landmark developments include the artificial Port Island, deep water container terminals, and connectivity infrastructure linked to Kobe Airport, while also opening multiple international tourism routes. Kobe Port continues to advance as a green and smart port, and today Kobe City stands as a major international trade gateway, representing creativity and pioneering global integration.
Long An International Port, located in Tan Tap Commune, Tay Ninh Province, Vietnam, is about 30 kilometers south of Ho Chi Minh City. This area was once a salty marshland, unsuitable for cultivation and heavily damaged by war. The emergence and development of a large scale seaport has revived the region, creating a powerful new driver of growth for what was once an untouched land. Long An International Port is steadily working to become one of Asia’s recognized and preferred seaports, contributing to Vietnam’s logistics service development strategy for 2025–2035 with a vision to 2050.
The Long An International Port project cluster is developed by Dongtam Group, a brand with more than 56 years in Vietnam. Its core business includes manufacturing and trading an ecosystem of interior and exterior decorative building materials, as well as investing in and operating industrial real estate. Within this model, the Port Zone is positioned as an international standard hub for cargo receiving, loading, unloading, and transshipment that serves as the nucleus of the entire area. The Industrial Zone focuses on manufacturing, processing, and heavy industrial operations, including oversized and overweight cargo, closely linked to port cargo flows to maximize logistics and transport infrastructure advantages. The Industrial Service Zone, or logistics support area, includes warehouses, distribution centers, and value added services to ensure a closed supply chain from production to consumption. The Urban Zone meets local resettlement needs and provides living and working spaces for residents, workers, and experts, along with modern, friendly, and sustainable amenities.
Although construction began in 2015, while being built and operated in parallel, Long An International Port quickly affirmed its role as a key cargo gathering and transshipment point for the region. The port helps ease pressure on Ho Chi Minh City port clusters, reduces inner city traffic congestion, and significantly optimizes logistics costs for businesses in the Mekong Delta. For the business community of Tay Ninh Province and surrounding areas, Long An International Port is a strong investment magnet, opening new development opportunities for industrial parks, clusters, and investors.
Promoting trade, reducing logistics costs, and increasing benefits for regional businesses
Vietnam’s export picture in the first three quarters of 2025 recorded positive shifts despite growing challenges from tariffs, technical barriers, and global trade volatility. Thousands of small and medium enterprises are seeking to reposition strategies, optimize costs, accelerate digital transformation, and find new directions for their products. Under the Tay Ninh provincial development plan to 2030 with a vision to 2050, more than 59 industrial parks and 82 industrial clusters have been and are being formed. Logistics has been identified as a key economic sector.

With both countries having long coastlines and strong potential for maritime economic development, this cooperation further deepens the friendship between the two ports, the two localities, and the two nations.
